Strong performance of residential tourism
Based on market trends and conditions, Portugal’s final ranking highlights its strong attractiveness for second home investment.
- Portugal's most consistent strength lies in the Tax Regime and Incentives, particularly in the Purchase Price of Property. In Portugal, assuming a property value of €1 million, the acquisition costs of a property total 8% for both new build and resale properties. New-build costs average 17.9% across all countries, which highlights Portugal's significant advantage;
- In comparison with the more emerging countries, Portugal shows greater stability in the Worldwide Governance Indicators;
- Within the 10 criteria of the Doing Business index, Portugal stands out in Starting a Business. Managing Building Permits. Paying Taxes and Enforcing Contracts;
- Expenditure per tourist is exceptionally high compared to the other countries, with an average of 1432 € per tourist - much higher than the second highest spending country and the total average of 773 €;
- Relatively low unemployment rate (11.1%) compared to other countries and to the total average (14.7%).
Main strengths of the Portuguese resorts:
- Greater variety of amenities, since. most Portuguese resorts consist of several hotels and golf courses, marinas and a good variety of commercial facilities;
- Number and quality of golf courses (signature / multiple), which translates into an improvement in the amenities of Portuguese resorts and the residents / golf ratio and in better quality views (sea and golf);
- Majority of mature and consolidated ventures;
- Good performance of the residential component in terms of quality of finishes, market oriented typologies, low density of villa plots, good resident to golf ratio and good provision of F&B facilities.
- The selling price is relatively low, appealing to second-home markets looking for the best value for money
- Fairly diverse mix of buyer nationalities, at an average of nine nationalities per resort, and a relatively high domestic market share of 24% compared to an overall average of 16%
- Most Portuguese resorts are located by the sea
- High accessibility and proximity to international airports (29 vs. 42 minutes), leisure centres (15 vs. 24min) and the sea (2 vs. 8min)
